Parker was overseas in Afghanistan and Julie had expressed depressive and suicidal thoughts to her mother and was complaining extensively about her children. When police arrived at the scene, they received no response. There was a note on the door which read: "We all went to NYC. Be back Thursday." Out the back, they found Julie. She was unconscious and was wearing a blood-stained robe and slippers.
Inside, police found the bodies of Beau and Calyx. They had both been shot dead. Julie had shot Beau in the car on the way to soccer practice and had then come home and shot Calyx as she did homework on her computer. They also discovered a note from Julie which read that she was planning on killing her children because they talked back to her and she was fed up with it.
Julie pleaded not guilty to the murder of Beau and Calyx, She was appointed a public defender because of the expected high costs of the defense and because none of her family would help her pay. In an application for criminal indigent status, Julie had listed her assets as a $20,000 bank account, $120,000 in mutual funds, $2,850 in rental income, $14,000 in savings and $17,000 equity in real estate. Beside the list of funds, she wrote “owned with husband.” On the form, she also listed more than $800,000 in liabilities and debts and listed her number of dependents as zero.
The murders completely stunned the community and made headlines across the nation. A mother killing their child is a complete aberration of nature and many were drawn to the ghastly crime as they tried to make some semblance of sense of the tragedy. Despair is often what leads parents to kill their children and most often, it involves either a father or stepfather lashing out in frustration. Rarer still is a mother intentionally killing her children and most of those murders involve babies or toddlers, not teenagers. Many rightfully question how can somebody kill somebody that they carried in their own body for nine months?

Mental health counselors are required by state law to report all allegations of abuse and neglect within 24 hours and that’s exactly what the counselor did. During an investigation into the allegations, Julie admitted to “back handing” her daughter after her daughter had spoken back to her during an argument. Parker told the investigators that Calyx and Julie had a strained relationship and often got into arguments. In fact, Parker said that he sometimes needed to mediate over the while stationed in the middle east. He told investigators that the mother and daughter duo had been attending counselling for around three weeks due to communication problems. He also told investigators that this was the first time that an argument ever turned physical but said he had no safety concerns for his children being left alone with Julie. According to state investigators, there were no visible signs of injury on Calyx and closed the case, stating that they determined that the risk to Calyx and Beau was low and that there were services in place for Calyx and Julie with the counselling. Just two weeks later, Julie would buy the gun she used to kill her children.
Two days after this incident, Julie got into a car accident and the officers believed that she was on drugs. Now with this new information out in the public, many questioned whether substance abuse may have been a contributing factor to the murders. Shortly thereafter, Parker told the media that Julie had suffered from mental illness before they were married. He also suggested that she may likely have suffered from substance abuse. He said that she had been diagnosed with bipolar and suicidal thoughts in the past.Speaking to the magazine, People, Parker said: “We were a typical American family, but we had a sick member. I don’t hate Julie. I feel for her. I’m going through my hell, she’s going through her own hell.”
Parker had refrained from saying anything negative about Julie and had always managed to keep his composure. Something that not many could do if faced with a similar situation. However the following month, from behind bars, Julie turned down his divorce settlement officer and instead, demanded half of the $2 million marital estate and demanded $40,000 for a lawyer and $10,000 for a forensic accountant. She wanted alimony, health insurance and she wanted Parker to buy a life insurance policy naming her as beneficiary. She also wanted her diamond engagement ring back. It was incredulous to Parker who went on the offense and filed a wrongful death lawsuit against Julie. Now piled on top of an unimaginable tragedy was a civil action of Schenecker vs Schenecker. The drafted complaint included an email that Julie had sent to Parker on the day of the shootings. It ominously read: “Get home soon, we’re waiting for you.” According to the complaint, the email was sent: “with the intent, or reckless disregard, to cause her husband severe emotional distress.”
Towards the end of July, court documents were released by prosecutors that gave a little insight into Julie’s drug habits. While searching the home, police discovered 567 pills and 14 different prescription drug bottles. The drugs included oxycodone and hydrocodone, both strong and addictive painkillers, as well as lithium to treat bipolar and anti-depressants.
The following month, Julie's defense said that they would be using an insanity defense, arguing that Julie could not differentiate between right and wrong when she shot and killed Calyx and Beau. When Julie was led from police headquarters in January of 2011, photographers captured an ominous image of her. Her eyes were wild and she mumbled incoherently. She was the portrait of an insanity defence waiting to be made. A Florida statute lists 15 aggravators that prosecutors can present during trial in support of the death penalty. Juries then must weigh those against mitigators that are presented by the defense. There were several potential aggravators that the prosecution could present during Julie’s trial, including arguing that the murders were premeditated, that they were committed simultaneously and that the victims were children with Julie as their caretaker.
Before the year came to an end, Julie’s attorneys responded to Parker’s wrongful death lawsuit, by saying that he was also to blame for his children’s murder. They accused him of being negligent for leaving them in the care of a woman he knew was mentally ill. They argued that Parker had a responsibility to his wife and children to make sure that she was receiving proper care. They said that this accusation was based heavily on emails that Parker had sent to family members 11 days before Julie killed Calyx and Beau. In these emails, Parker wrote that Julie had the judgement of a 10-year-old and that she had hit him and the children in the past. "Julie was broken before I met her. ... I didn't break her, but have been patiently working behind the scenes to pick up the pieces and pick up the slack when she falters," he wrote in one email.

Some of the most chilling testimony came early on in the trial when the interview recording between Julie and Detective Gary Sandel was played out which included Julie’s confession. In the interview, Julie said that her children had been really mean and that she hoped they were dead. “I loved them when they were birth through six,” she told the officer. In the interview, Julie described how Calyx and Beau became mouthy and several times throughout the interview, she confessed to shooting them both.
Tampa Police Department Crime Scene Technician, Matthew Evans later took the stand to read statements from Julie’s journal. “I was hoping it would be tonight… I cannot stand waiting 5 days. I will pick up the gun on Thursday. Calyx, she gets it first. Don’t know whether I will first turn on the light or have her blind. I’m nervous. She called me pathetic and an evil soul. The evil starts Thursday. Beau has become sassy since you left, copying Calyx’s attitude. Now he’s turned on me. He used to be my ally. I always loved him most.” His testimony then went on to read from journal entries Julie made after the murders. Julie also wrote that she attempted suicide after the murders but had failed overdosing.
Julie's defense team attempted to portray her a mother who had lost her battle with mental illness. Throughout her adulthood, she had suffered from the manic highs and lows that characterize bipolar. She would go on gambling binges and then collapse in bed for weeks. They called on Dr. Demian Obregon to testify about Julie’s mental state. In addition to bipolar, Dr. Obregon said that Julie had suffered from depression and that her condition became increasingly worse as she suffered side effects from the different medications she was prescribed. He noted that she had limited coping skills, limited insight and strained family relations in the visits leading up to the murders. During his testimony, Dr. Obregon said that he had advised Julie not to drink alcohol while on her medication. Suddenly, Julie stood up from the table and shouted across the room: “Doctor you told me I could have two drinks a day and two oxys a day!”
Julie was found guilty of first-degree murder. She was sentenced to two concurrent life terms in prison, meaning that Julie will die behind bars.

CONSTITUTIONAL AMENDMENTS & REVISIONS 12 proposed constitutional amendments or revisions will appear on the 2018 General Election Ballot. Proposals require 60% approval from voters to pass. Below you will find the summary for each amendment as it will appear on the ballot; for the full text, visit the Division of Elections. Please note that Number 8 was ordered by a judge to be removed from the ballot, but the number for each amendment was not changed, which is why you will see a jump from Numbers 7 to 9. Number 1: Increased Homestead Property Tax Exemption-- Proposing an amendment to the State Constitution to increase the homestead exemption by exempting the assessed valuation of homestead property greater than $100,000 and up to $125,000 for all levies other than school district levies. The amendment shall take effect January 1, 2019. Number 2: Limitations on Property Tax Assessments-- Proposing an amendment to the State Constitution to permanently retain provisions currently in effect, which limit property tax assessment increases on specified nonhomestead real property, except for school district taxes, to 10 percent each year. If approved, the amendment removes the scheduled repeal of such provisions in 2019 and shall take effect January 1, 2019. Number 3: Voter Control of Gambling in Florida-- This amendment ensures that Florida voters shall have the exclusive right to decide whether to authorize casino gambling by requiring that in order for casino gambling to be authorized under Florida law, it must be approved by Florida voters pursuant to Article XI, Section 3 of the Florida Constitution. Affects articles X and XI. Defines casino gambling and clarifies that this amendment does not conflict with federal law regarding state/ tribal compacts. Number 4: Voting Restoration Amendment-- This amendment restores the voting rights of Floridians with felony convictions after they complete all terms of their sentence including parole or probation. The amendment would not apply to those convicted of murder or sexual offenses, who would continue to be permanently barred from voting unless the Governor and Cabinet vote to restore their voting rights on a case by case basis. Number 5: Supermajority Vote Required to Impose, Authorize, or Raise State Taxes or Fees-- Prohibits the legislature from imposing, authorizing, or raising a state tax or fee except through legislation approved by a two-thirds vote of each house of the legislature in a bill containing no other subject. This proposal does not authorize a state tax or fee otherwise prohibited by the Constitution and does not apply to fees or taxes imposed or authorized to be imposed by a county, municipality, school board, or special district. Number 6: Rights of Crime Victims; Judges-- Creates constitutional rights for victims of crime; requires courts to facilitate victims’ rights; authorizes victims to enforce their rights throughout criminal and juvenile justice processes. Requires judges and hearing officers to independently interpret statutes and rules rather than deferring to government agency’s interpretation. Raises mandatory retirement age of state justices and judges from seventy to seventy-five years; deletes authorization to complete judicial term if one-half of term has been served by retirement age. Number 7: First Responder and Military Member Survivor Benefits; Public Colleges and Universities-- Grants mandatory payment of death benefits and waiver of certain educational expenses to qualifying survivors of certain first responders and military members who die performing official duties. Requires supermajority votes by university trustees and state university system board of governors to raise or impose all legislatively authorized fees if law requires approval by those bodies. Establishes existing state college system as constitutional entity; provides governance structure. Number 9: Prohibits Offshore Oil and Gas Drilling; Prohibits Vaping in Enclosed Indoor Workplaces-- Prohibits drilling for the exploration or extraction of oil and natural gas beneath all state-owned waters between the mean high water line and the state’s outermost territorial boundaries. Adds use of vapor-generating electronic devices to current prohibition of tobacco smoking in enclosed indoor workplaces with exceptions; permits more restrictive local vapor ordinances. Number 10: State and Local Government Structure and Operation-- Requires legislature to retain department of veterans’ affairs. Ensures election of sheriffs, property appraisers, supervisors of elections, tax collectors, and clerks of court in all counties; removes county charters’ ability to abolish, change term, transfer duties, or eliminate election of these offices. Changes annual legislative session commencement date in even- numbered years from March to January; removes legislature’s authorization to fix another date. Creates office of domestic security and counterterrorism within department of law enforcement. Number 11: Property Rights; Removal of Obsolete Provision; Criminal Statutes-- Removes discriminatory language related to real property rights. Removes obsolete language repealed by voters. Deletes provision that amendment of a criminal statute will not affect prosecution or penalties for a crime committed before the amendment; retains current provision allowing prosecution of a crime committed before the repeal of a criminal statute. Number 12: Lobbying and Abuse of Office by Public Officers-- Expands current restrictions on lobbying for compensation by former public officers; creates restrictions on lobbying for compensation by serving public officers and former justices and judges; provides exceptions; prohibits abuse of a public position by public officers and employees to obtain a personal benefit. Number 13: Ends Dog Racing-- Phases out commercial dog racing in connection with wagering by 2020. Other gaming activities are not affected.
