Singapore expat jobs under threat in recession, local hire push

https://www.businesstimes.com.sg/government-economy/singapore-expat-jobs-under-threat-in-recession-local-hire-push
Singapore has long been the city of choice for Western expats wanting an easy entree into Asia. Clean, efficient, with low tax rates, it's often seen as rivalling Hong Kong, especially with that city hit by street protests and unrest over China's new national security law.
Yet just when Singapore should be a magnet for global talent, some recruiters say the barriers to entry are mounting. The city is facing the worst recession in its history, forcing a rethink for some firms on expansion and hiring plans. Alongside soaring unemployment has come a spike in rhetoric against foreigners, seen by some Singaporeans as taking jobs from locals.
An experienced nurse from New Zealand is finding out how tough it can be. She seemed, on paper at least, the ideal expat - arriving with her partner right before Covid-19. But 11 months and over 200 failed applications later, she says she's on the verge of going home, unable to land a work pass.
She was told by companies that they have a quota and the quota is met, she said, asking not to be identified for fear of jeopardising her partner's work permit. When attempts to volunteer at hospitals were similarly rejected, she said she felt like she didn't belong.
The uncertain job prospects, online commentary and stricter conditions risk making Singapore a less welcoming destination just as the city-state needs foreign investment the most. And as workplaces clamp down on hiring it could further limit the options for expats who have long seen a stint in Asia as an important and lucrative experience.
The Singapore government has added to their angst by taking steps to promote local hiring, raising concern that it will come at the expense of expats. Earlier this month, it put 47 companies on a watch list for suspected discriminatory hiring practices. The list includes banks, fund managers and consulting firms that may have pre-selected foreigners for jobs or not given Singaporeans a fair chance. This adds to the 240 companies already under scrutiny. The names of the firms weren't disclosed.
And in May, it tightened the framework that governs employment passes for foreigners, increasing the minimum monthly salary to S$3,900 and further expanding rules requiring employers to advertise job openings to locals first. The government said on Wednesday it plans to raise that salary threshold further.
"I wouldn't be surprised if there was a contraction in the number of visas issued because the demand for foreigners is going to be less" in the near term, said Hays regional director for Singapore Grant Torrens, citing the sharp contraction as the main driver.
The role of foreign workers became a key election issue this year, with several opposition candidates campaigning on claims that overseas talent is taking local jobs. The Workers' Party, which clinched more seats than ever, published a manifesto that included tightening employment pass approvals.
"The only reason we have foreigners here is to give an extra wind in our sails when the opportunity is there," Minister of Foreign Affairs Vivian Balakrishnan said in a televised election debate in July. "Now we are in a storm, and we need to shed ballast." Dr Balakrishnan's office said in response to Bloomberg queries on the comment that there will be a disproportionate impact on the foreign workforce in a downturn.
Foreign workers on employment passes - the sort issued to highly skilled workers as opposed to work permits for blue-collar jobs - typically comprise around 5 per cent of the total workforce. Yet among top managers and professionals in some key sectors, the ratio of foreigners can be much higher. Non-Singaporeans made up 57 per cent of senior management roles across the financial services sector, the government said in August.
Andrew Zee, team lead for financial services at Selby Jennings, said some of his job candidates were recently denied permits - a first for him in more than four years - though they were later approved on appeal.
Sirva Inc, which owns Allied Pickfords, said inquiries from people wanting to move to Singapore in the first seven months of the year were down 23 per cent from the same period in 2019, according to Amanda Jones, senior vice-president of sales and account management. Ms Jones doesn't expect to see expat executives coming to Singapore at pre-Covid numbers until 2022 at best, especially given travel curbs and the recession.
EXPATS LEAVING
The shift is starting to be felt in the real estate market. Ella Sherman, an associate executive sales director at Knight Frank in Singapore who specialises in expat housing, says she normally signs about four rental agreements a month this time of year. Now she's lucky to secure one, and knows of several clients heading home.
Beyond the economic woes and the pandemic lies an unease over foreigners in the country of just 5.7 million people. This has surfaced in public calls, often on social media, for more hiring of locals. When a Facebook post targeting foreign executives at US$215 billion investment giant Temasek Holdings went viral this month, chief executive officer Ho Ching responded with a post of her own describing it as "a cowardly act of hate". JOB CUTS
Companies are taking pains to describe their efforts to retain Singaporean jobs. When Millennium Hotels and Resorts laid off 159 employees this month, it noted that the move lifted its "core" Singaporean workforce to 69 per cent. After casino operator Resorts World Sentosa (RWS) reportedly cut 2,000 jobs last month, the Ministry of Manpower issued a statement saying the majority of affected workers were foreigners.
"After the retrenchment exercise, RWS has a stronger Singaporean core," the ministry said.
Even expats abroad are feeling the pinch. One worker was overseas and between jobs when the pandemic struck. Though he quickly found a new position, he said his employment pass submission has been rejected several times with no explanation.
He's now stuck in Europe paying rent for his empty home in Singapore, unable to return until his visa gets approved. He declined to be identified for fear of jeopardising his application. He said the rising anti-foreigner rhetoric was equally worrisome.
For some, the social tensions were brought to the fore when a few expats were caught breaching government-imposed lockdowns by drinking and mingling outdoors without masks in May. The incident sparked an ugly debate on social media and prompted a minister to caution against the "visceral reaction" by locals. The offenders were fined and banned from working in Singapore, as were 134 others over May and June.
GREEN CARDS
To be sure, some politicians are urging calm. Singaporeans want assurances that the government will continue to create opportunities and provide fair treatment, but a vast majority "understand that staying open and connected is very important to Singapore", Manpower Minister Josephine Teo said on Wednesday.
Singapore isn't alone in fighting for local jobs. US President Donald Trump signed an executive order this month barring federal agencies from replacing citizens or green card holders with foreign workers.
And the city-state's status as a finance hub ensures it will always be magnet for foreign talent. Citadel, the hedge fund run by billionaire Ken Griffin, announced this week it's opening a Singapore office, as did Sun Life Financial, Canada's second-biggest insurer.
ATTRACTIVE HUB
"Singapore remains an attractive destination," said Rahul Sen, the global head of private wealth management at Boyden, an executive search firm. "New businesses that were thinking of setting up in Hong Kong to attract Greater China wealth are thinking of setting up shop in Singapore."
Even so, the avenues for many are narrowing. The nurse from New Zealand has started reaching out to healthcare providers back home. They're eager to hire so she may head back.
"Singapore is an amazing city, and we hoped that if we stayed long enough, things would change," she said. "But the longer it takes, the further away it seems."

Poker Deposit Options in Indonesia

If you're looking for a poker game with a little more excitement than just the normal games you might find in your local pub or casino, then look no further than poker online in Indonesia. There are several poker websites that allow you to play poker online in Indonesia with real people from all over the world. This makes it a fun way to experience what poker is like without having to risk your own money. One of the best things about playing poker online in Indonesia is that you have access to players from different parts of the world and poker players from Indonesia, Malaysia, and Singapore can play with each other on their tables.
If you want to play poker online in Indonesia, there are a few things you will need before you can even get started. Typically, you will need access to a computer with internet access and some form of credit card or payment processing service to make sure your money is safe when you play poker online. Some poker websites in Indonesia don't require sign up bonus money, but most do. Most poker websites in Indonesia also have a sign-up bonus that will give you a percentage of the poker pot after you sign up with them so be sure to read the fine print when signing up for a poker website so you know what the minimum deposit to start can be and so you can get started playing right away.
Indonesia is made up of many islands and like most countries has its own version of poker known as "ayan". "ayan" means "no fear", so this is one of the safest types of poker you can play, especially if you aren't too experienced. "ayan" is one of the best online poker sites in Indonesia because the games are short and to the point. They are designed to keep the action moving at a fast pace so you don't get bored and also so you don't get killed by time. "ayan" is played in Java and not in Java Ondola.
When you go to sign up with "ayan" you will need to create an account first. Once you have created your account you will need to choose the deposit methods you prefer. There are four types of deposit methods: credit cards, bank transfers, PayPal and checks. Credit cards and bank transfers are the preferred bank transfer options in Indonesia and the most common reasons people choose these methods to fund their poker deposit options. With a bank transfer you can usually get the guaranteed funds transfer into your bank account within a couple of days depending on which bank you use. PayPal is another option for payment but many players in Indonesia prefer to use credit cards or transfers.
A lot of the poker websites in Indonesia offer different types of poker deposit options, but none offer the kind of selection that "aina" offers. "aina" is the largest in terms of traffic and boasts of a reliable and trustworthy player base. The "aina" website offers four types of deposit bonuses: premium bankroll, monthly bonus, free tournament entries, and the grandmaster's bonus. Each of these bonuses are worth a minimum deposit amount which converts to poker chips when they are deposited.
It is very easy to follow the steps on "aina" site as it walks you through the whole process step by step. Once you have made your deposit, it is important that you read the Terms of Service (TOS) thoroughly so you know exactly what you are getting into before you start playing. The TOS will inform you of what you can and cannot do in regards to your account. Payment options are also very clear: you can either use PayPal or Credit card payments. To make sure you are getting the most out of playing on "aina" you should try to maximize your bankroll. Once you have maxed out your bankroll it will be much easier to play poker online for real cash or prizes.

Are you ready to take a closer look at Spin Casino?

And it’s not just you — the name reminds us of another casino too — Spin Palace. The crazy thing is that it’s not just a coincidence. Spin Casino is owned and operated by the same company that owns and operates Spin Palace.
The name isn’t the only thing these two casinos have in common, though. They also have a similar, if not identical, casino. The games, graphics, and stakes are alike.
If playing at identical casinos isn’t your cup of tea, we totally understand. There are tons of unique places to play online. You can browse our review section and find dozens of them.
However, if this doesn’t bother you, then the upside is that you know that you can expect a high-quality and enjoyable experience at Spin Casino.
That said, we aren’t about to rest on our laurels just because Spin Casino is similar to its sister casinos. This is why we still reviewed Spin Casino with the same scrutiny we do when we review other casinos.
This means our review below includes both the good and the bad information that we found. It means we didn’t take money for a fluffy review or inflated rating. And it also means that we’re going to tell you exactly what you need to hear so that you can decide whether Spin Casino is the right site for you to join.
If that sounds like a review that you want to read, then we have good news for you — it starts in the next section

Spin Casino Basic Information

Spin Casino has a license with the Malta Gaming Authority and Kahnawake Gaming Commission. They’re licensed under the names Bayton Ltd and Baytree Ltd.
Bayton Ltd and Baytree Ltd are both managed by The Palace Group. There’s a good chance that you’ve heard of The Palace Group, or at least heard of or played at one of their brands. Some of the other brands they operate include Spin Palace, Ruby Fortune, and Mummy’s Gold.
The Palace Group has been in business a long time, too — since 2001. This means that they’re getting close to their 20th anniversary online, which is light years compared to other casinos.
Between their time in business and their gaming licenses, you can feel comfortable playing at any of their brands. This includes Spin Casino.

The Casino

In the following sections, we’re going to look at Spin Casino’s games. That way, you can get an idea of the games they offer so that you can decide if they’ll be a good fit for you.
Unlike most casinos nowadays, Spin Casino uses only Microgaming software for its animated casino games. There’s nothing wrong with this. It’s just that you won’t have the game or graphics variety that you will have at casinos that work with multiple software providers.
Trust us, though; this casino is plenty good enough. Spin Casino offers a little bit of everything here including slots, video poker, and table games.
They have a live dealer casino, too. Their live games come from Evolution and Ezugi, who are heavy hitters in the live gaming space. The result is a robust selection of live games. We’ll look at these later.
The one confusing aspect of their casino is that there are three sections — a casino, live casino, and Vegas (casino). We’re going to list some of their games below, but we’re only going to make a distinction between their animated and live dealer games.
We also noticed that their Vegas casino section doesn’t have any filters. You can’t select the type of games (slots, table games, video poker, etc.) that you want to see. This can make it tough to find the type of game you’re looking for unless you already know what it’s called.
The good news is that most, if not all, of their Vegas games, are also available in their main casino. This means there’s a chance you won’t need to visit the Vegas section at all.
Anyway, that covers the basics. Let’s now jump into each section and look at some specific examples of casino games you can play at Spin Casino.

Table Games

We’re going to start with Spin Casino’s table games. The following is a list of card and poker games that we found during our review.
  • Atlantic City Blackjack
  • Baccarat
  • Roulette
  • 3 Card Poker
  • Card Climber
  • Classic Blackjack
  • Craps
  • Double Exposure Blackjack
  • European Blackjack
  • European Roulette
  • Flip Card
  • High-Speed Poker
  • Hold’em High
  • Vegas Downtown Blackjack
  • Multi Wheel Roulette
  • Red Dog
  • Super Fun 21
  • Vegas Strip Blackjack
  • Spanish Blackjack
  • Triple Pocket Hold’em Poker
  • Cyberstud
  • And more!
There are both pluses and minuses to Spin Casino’s table game section. We’ll start with the downsides.
The most frustrating thing about their table games is that there’s no way to filter for specific games in the Vegas section. This can make it incredibly tough to find the games you want to play unless you already know what they’re called.
Another thing we were sort of unimpressed with is the lack of non-blackjack and roulette games. There are not enough games to offset all the blackjack and roulette options.
However, that brings us to one of the good things about their table game selection. They have lots of blackjack and roulette games.
In fact, you’ll find more than 30 blackjack games and more than 10 roulette games. Some of these are merely high-stakes variants or duplicate titles with improved graphics. Even discounting those, you’d be hard-pressed to find a better selection elsewhere.
Another thing we’re fans of is some of the unique games that you’ll find at Spin Casino that aren’t readily available elsewhere. For example, we can’t think of another casino that offers Triple Pocket Hold’em, Hold’em High, or Card Climber.
That’s always a good thing.
Table Game Testing, Graphics, and Stakes
Once we were done browsing their games, we opened a few of them up to make sure they worked well and to see what their graphics and stakes are like.
The graphics for the games we tested are pretty good. They’re not glossy, overly polished, or even realistic. They look more like animated games. There’s nothing wrong with that, though.
They don’t make it clear the stakes you can play for. We had to manually decrease and increase our bets to figure out the limits. The stakes we found varied from $2/hand or round to as much as $1,000. But keep in mind that this may vary depending on the game you play.
These aren’t bad limits — they’re higher than what many casinos offer. No t only that, but we also anticipated their live dealer casino offering even higher stakes. This means that we’re less concerned about how high the stakes are in this section of their casino.
We’ll look at their live dealer section in a few minutes.

Video Poker

The next section we checked out was Spin Casino’s video poker games. Here are the games we found during our review.
  • Aces & Eights Poker
  • Aces and Faces
  • All Aces Poker
  • Deuces Wild Poker
  • Deuces Wild Bonus Poker
  • Double Double Bonus Poker
  • Jacks or Better Poker
  • All American
  • Bonus Poker
  • Deuces & Joker Poker
  • Joker Poker
  • Louisiana Double Poker
  • Tens or Better Poker
This is an okay selection. On top of this, you’ll find “power,” “multi-hand,” and “Gold Series” variants that you can also choose from. We counted nearly 25 poker games in their main casino.
There are video poker machines in the Vegas section too, but we didn’t find anything different than what’s listed above.
Testing Their Games, Graphics, and Stakes
We tested a couple of their poker games during our review.
The games we played had average graphics, but that’s to be expected with video poker machines. They’re not meant to be fancy. They worked great, though. We experienced no lagging or bugs.
Some of them had neat features, too. For example, the machines we played offered the chance to double your winnings. When you make a winning hand, you can click the “double” button to play a mini-game to see if you can double up. Keep in mind that if you lose this game, you lose everything.
The best feature, though, had to be the automatic hold. Many video poker machines will tell you when you made a winning hand so that you don’t forget to hold those cards. However, one of the machines we played automatically held the best cards according to the common video poker strategy.
Now, we don’t know what strategy these machines are using or how optimal that strategy is. However, they did hold the cards we would have had this feature not existed. This is a neat option if you’re new to video poker and aren’t sure how to play optimally.
As far as stakes go, we found machines that let us play for as little as $0.25 per coin to as much as $50 per round. We recommend you bet the max number of coins, though, which means your minimum bet will be $1.25. This will vary from machine to machine, though.
Overall, we liked Spin Casino’s video poker section. We’d like to see more unique titles to choose from, but our opinion is that this lineup will work for most people reading this.

Slots

Next up is Spin Casino’s slot selection. They have far too many slot machines to list here, but here is a small sample to give you an idea of what you’ll be able to play.
  • 5 Reel Drive
  • Snow & Sable
  • Amazing Aztecs
  • Book of Oz
  • Cashville
  • Cash of Kingdoms
  • Diamond Empire
  • Dolphin Coast
  • Fruit vs Candy
  • Halloween
  • Girls with Guns
  • Game of Thrones
  • Highlander
  • Jurassic World
  • Lady in Red
  • Kings of Cash
  • Hitman
  • Lost Vegas
  • Lucky Koi
  • Oink Country Love
  • Pretty Kitty
  • Moby Dick
  • Monster Wheels
  • Robin of Sherwood
  • Silver Fang
  • So Much Sushi
  • The Great Albini
  • The Phantom of the Opera
  • Tomb Raider
  • Win Sum Dim Sum
  • Fat Lady Sings
  • Jekyll & Hyde
  • Jurassic Park
  • The Legend of Olympus
  • Throne of Egypt
  • Steam Punk Heroes
  • Winning Wizards
  • Untamed Bengal Tiger
  • Old King Cole
  • And more!
You’ll find all these slots in the main casino. There are plenty more where this comes from too. You’ll also find more slots — including unique titles not found in the main casino — inside the Vegas section.
That said, their selection of slots is much smaller than we expected considering that they work with Microgaming. We still can’t complain, though, especially after seeing some of the titles that you can play here.
For example, the slots that stood out to us are the licensed/branded slots. Licensed slots are machines that revolve around IP that other companies own. This includes movies (Jurassic Park), video games (Hitman), TV shows (Game of Thrones), and more.
These are fun to play because it’s highly likely that you’re going to be a fan of whatever the slot machine is about. For example, we like Jurassic Park. This means we get to kill two birds with one stone — play slots about a theme we really like.
Not only that, but you can play many of these slot machines in brick-and-mortar casinos. We’ve played Game of Thrones countless times during our trips to Las Vegas.
And this is just the licensed slots. You still have all the other slots that Spin Casino has to offer. This includes slots with bonus rounds, 3 and 5 reels, progressive jackpots, and features such as free spins, wilds, scatters, and more.
As for stakes, they vary so much that it’s hard to give concrete numbers. That said, we found machines that allowed us to play for as little as $0.10/spin to as much as $200. Most of the machines we looked at maxed out at $30 or less, though. This means that you might have to do some digging to find the machines with higher limits.
Overall, while Spin Casino’s slot section can definitely be bigger given that they’re powered by Microgaming, what they do have will be more than enough for most people.

Live Dealer Games

Last up is Spin Casino’s live dealer section. Here are the games we found during our review.
  • Dragon Tiger
  • Private Blackjack
  • Shangri La Roulette
  • Dream Catcher
  • Casino Hold’em
  • Baccarat
  • Football Studio
  • Roulette
  • Ultimate Texas Hold’em
  • Lightning Roulette
  • Infinite Blackjack
  • Baccarat Super 6
  • Evolution Party Table
This is a solid selection of live games, especially when compared to other online casinos. But that’s not a surprise since some of these games come from Evolution Gaming, who’s a heavy hitter in the live gaming space.
Once you click on one of these games, you’ll be redirected to a section where you’ll find several tables to choose from (depending on the game). You’ll also find a navigation bar at the top with several filters to help you quickly find the game you want to play.
The lowest stakes we found for these games is $5 for blackjack. This is sort of a bummer since some live blackjack games can be played for as little as $1. However, $5 is pretty standard for a live game, so it’s not something we can hold against them.
You can play some of their other games, like baccarat or roulette, for $0.10-$1 per round.
The highest stakes we found were $5,000 for blackjack, $2,000 for roulette, and as much as $5,000 for everything else. These aren’t th highest stakes online, but they should work for most people.
One of the most impressive things about their games is the camera work. The different angles they use and the close-ups make it look like you’re watching a movie. Depending on the game, you can also change the camera option. For example, the roulette game lets you choose from 3D, immersive, or classic camera angles
The streams were very good considering how good the camera work was. We noticed a few lags, but they didn’t take away from the game much. The resolution was pretty good regardless.
Other features include the option to chat with your tablemates and the dealer, adjust the sound and camera angles, bet behind, and set up automatic actions. You can even multi-table several games at once.
Overall, we’re impressed with the live dealer casino at Spin Casino. You’ll have plenty of games to choose from, stakes, features, and men and women dealers that speak different languages.
We recommend you check it out.

The Sportsbook

Spin Casino is unique from some of the other casinos under The Palace Group brand in that they also have a sportsbook. It’s called Spin Sports.
Here’s what you can expect to find if you choose to bet here.

Sports, Market, and Betting Options

Spin Sports has an excellent selection of sports that you can bet on. Here’s what we found during our review.
  • Soccer
  • Basketball
  • Tennis
  • Ice Hockey
  • American Football
  • Handball
  • Volleyball
  • Cricket
  • Rugby Union
  • Rugby League
  • Esports
  • Specials
  • Virtual Sports
  • Boxing
  • Gold
  • Badminton
  • Winter Sports
  • MMA
  • Darts
  • Snooker and Pool
  • Baseball
  • Cycling
  • Motor Racing
  • Speedway
  • Floorball
  • Table Tennis
  • Bandy
  • Aussie Rules
  • Surfing
  • Netball
  • Gaelic Football
  • Gaelic Hurling
  • Super Spin Specials
Many of these options have dropdown menus, too.
For example, click on the soccer option, and a dropdown menu containing options such as England, Europe, Spain, Italy, and Germany will appear. This goes for many of the other options, too — you’ll find countries as subcategories. You’ll need to click on these to find the different leagues that play in those countries.
Your betting options will obviously depend on the sport you bet on. We found plenty of choices, though. For example, you can bet outrights or money lines for Europa basketball. You’ll find spread betting, more money lines, oveunder, and outrights for NBA games.
Click on a match, and you’ll find additional markets. For example, we checked out an NBA game and found options to bet on different quarters, total points, team points per quarter or half, overtime, and more.
There are plenty of betting options here, which was a surprise, honestly, considering who’s running this sportsbook.

Live Betting

Spin Sports also offers live sports betting.
When we were there, you could bet on soccer, basketball, tennis, ice hockey, and cricket. We wouldn’t be surprised if they covered more matches than this (when those games are available).
In fact, we know that’s the case since we looked at their Event View and Live Schedule tabs. This is where you’ll see all the sports you can bet on, all the matches, and the number of betting opportunities available for each one.
And that’s about it for their live sportsbook. The one thing we’d really like to see added in the future is the option to watch live streams. It’d make sense to add a racebook too.
Here’s hoping that Spin Sports has both items on their to-do list.
>> Claim Free Spins Now <<

Final Thoughts

Spin Sports is a much better sportsbook than we expected. It’s hard to expect something this impressive from a company that has been running only casinos for more than a decade.
We’re fans, though. There are plenty of sports and markets to bet on. You also have your standard options for betting in American, fractional, or decimal odds, as well as using the sportsbook in different languages.
That said, there is room for improvement. They could add a racebook, live streaming, and additional features and build out their esports section.
But we think they’ve done a good job so far, and it’ll be more than enough for your typical casino player or recreational bettor.

Banking Options

Something we noticed during our review is that there’s the option to deposit inside both the casino and the sportsbook. As far as we can tell, it looks like you’ll want to deposit to the section you plan to spend your time in.
In other words, if you want to bet sports, you’ll want to deposit to your sportsbook account. If you want to play blackjack or slots, you’ll want to make your deposit to the casino.
The good news is that it looks like the same banking options are accepted in both sections. Find an option that works for you, and you can use it in both places.
When we reviewed Spin Casino, we didn’t find any evidence that suggests they charge fees on their deposits. This is great news. However, it’s not clear whether they charge fees on withdrawals.
As for limits, you can cash out as much as €4,000 per week if the amount you’re trying to cash out is more than 5x the amount that you’ve deposited over the life of your account. Otherwise, it looks like you can cash out as much as £10,000 in a 24-hour period.
This will depend on the banking option you use, of course.
Progressive jackpots are exempt from these rules, which is great to see. It’s no surprise, though, considering that they work with Microgaming.
That wraps up their banking details. The following two sections will list the banking methods you can use to fund and cash out your account.

  • Second Deposit – 100% match up to $300
  • Third Deposit – 100% match up to $300
This is a nice offer because you have multiple opportunities to claim as much as you can. It’s especially helpful for players on a budget who can’t deposit $1,000 in one shot.
You will need to roll over this bonus 50x, though the playthrough will depend on the casino game you play. We recommend reading their terms if you plan to play a game other than slots.
The downside to this offer is that if you do happen to complete the playthrough with money to spare, and you want to withdraw it, cash-outs will be limited to 100 casino credits. You’ll forfeit the rest of the bonus.
That being the case, it might make more sense to play the bonus (and lose money) until you only have 100 credits left. Then make a withdrawal if you want. That way, you can enjoy the bonus money/winnings for as long as possible.
And that’s all they have for bonus offers. Spin Casino does say that they offer bonuses on a daily, weekly, and monthly basis. We have no idea what those offers look like, though.
While we were there, we did notice that they have a “bonus wheel.” You spin the wheel, and you can earn prizes, such as bonuses to claim. It looks like you can spin the wheel once every couple of hours.
This is pretty neat.

Loyalty Club

Spin Casino also offers a loyalty club. This is a multi-tier program that awards more perks the higher your status.
This program has six levels.
  • Blue
  • Silver
  • Gold
  • Platinum
  • Diamond
  • Privé
As you ascend, you’ll receive additional perks such as bonus points, more entry points, exclusive tournaments, VIP support, phone support, and exclusive gifts and bonuses.
You can receive monthly bonuses too. Climb the ladder to the very top of their VIP program, and you can receive more than $10,000 every month in bonuses.
Getting to each tier is straightforward — you need to earn so many points to reach a specific status, and then so many points to maintain that status each month. You’ll earn 1 point for every $10 you spend in the casino.
We recommend you read their promotions page to determine for sure if this program will be a good fit for you. But if we understand their points setup and minimum point requirements correctly, then this looks like a good program to use — even for low-stakes players!

Spin Sports Promotions

You’ll need to be in the sportsbook section in order to find their sports betting promotions. The following are the promotions we found during our review, including what you can get and the terms you need to fulfill.
Free Bet – First-time sports bettors will be able to claim a free bet bonus. This is a 100% match up to $200. To claim the offer, deposit at least $10.
This offer has a 5x rollover ($1,000 if you claim the entire $200) before you can withdraw any winnings. We recommend you read their terms and conditions for their other rules, as you’ll need to abide by odd minimums/maximums when you make your bets.
And that’s the only offer we found for sports bettors during our review.
This isn’t a bad offer by any means. That said, it would be great if they had a few other promotions running. It’d be nice to see some kind of cashback or rebate offer or additional bonuses.
But as the saying goes, something is better than nothing.

Mobile Friendliness

Both Spin Casino and Spin Sports are mobile-friendly. You don’t need to download any apps. All you need to do is go to the casino or sportsbook from your phone or tablet and log in. You’ll be able to play all games and make bets from your browser.
It looks like you’ll have the full sportsbook at your disposal. And considering that they work with Microgaming and Evolution Gaming, we wouldn’t be surprised if most or even all of their casino games are available.
>> Claim Free Spins Now <<

Customer Support

You can use the following options to contact Spin Casino.
The email address above is addressed to the parent company of Spin Casino. The issue with that is they manage several other casinos.
For that reason, we recommend that you make it clear that you’re a Spin Casino customer when you contact them. That way, you eliminate any confusion and reduce the chances of any unnecessary back and forth.
We were disappointed to see that they don’t offer phone support despite saying they do in multiple places throughout their website.
That said, phone support still isn’t a standard communication method offered by online gambling sites. It wouldn’t be fair if we held the lack of phone support against Spin Casino.
Besides, you can contact them 24/7 using the methods above. We sent Spin Casino an email, and we were surprised to receive a response less than two hours later. They answered our questions, too.
That’s better than the average casino for sure. For that reason, we give Spin Casino’s support two virtual thumbs up.

How to determine which gyms are eligible from EX Raids: Findings from a worldwide analysis of 1000+ EX Raid locations

Updates as of 2018-01-16

1.0 Background

Last week I posted an analysis of 49 EX raid locations in Western Australia. The key findings were:

There still remained some follow up questions:

To answer those questions I have spent a good chunk of the last week performing a larger analysis of EX raid locations from around the world. The following post describes my key findings.

Note #1: Throughout this article where I refer to ‘parks’, I am generally referring to the entire collection of tags on OSM which lead to nests, including landuse=recreation_ground, leisure=garden, landuse=grass, etc. If I want to refer to leisure=park polygons specifically then I will use that term.

Note #2: This research will only deal with the crietria that allows a non-sponsored gym to be eligible to host EX raids. It does not deal with the selection mechanism (i.e. which gym is chosen each week).

2.0 Methodology

2.1 Data collection

Data was collected about EX raids from locations worldwide. This was sourced through collections previously posted on Reddit, local Discord groups and data sent to me as response to a thread I posted a few days ago (both publically and via PMs). The following table shows the number of gym locations from each country/region. The distribution of gym locations is also shown in the following graphic: https://i.imgur.com/QnL1vPe.png

Region Number of EX Raid Locations
Canada 248
Australia 224
Hong Kong 140
Singapore 134
United States 130
United Kingdom 61
France 52
Brazil 29
Germany 22
Belgium 15
United Arab Emirates 5
Total 1060

The dataset included non-sponsored gyms only. Dates of EX raids ranged from 30 September, 2017 to 25 December, 2017 (encompassing all non-sponsored EX raid dates prior to the latest January wave). 1010 out of the 1060 were for dates ranged from 11 November, 2017 to 25 December, 2017.

2.2 Analysis of parks

Data was exported from OSM using overpass-turbo. A list of the exported tags is available here: http://overpass-turbo.eu/s/vs3. Data was exported from one-month intervals (1 Mar 2016, 1 Apr 2016, 1 May 2016 … 1 Jan 2017). Data was also exported from the date of the latest nest update (22 Jan 2017), the date of the visual map data in the game (13 Aug 2017) and current (1 Jan 2018).

I analysed gyms using each month’s data via a point-in-polygon method using R (see description here). For gyms which failed the point-in-polygon test I checked level 20 s2 cells using osmcoverer by MzRed which was being developed as I was completing my analysis. (At that stage osmcoverer did not have gym marker capability or I would have just used osmcoverer instead of R). For any gyms which showed a difference in the monthly data (e.g. fell inside a park polygon using data from Jul 2016 but did not fall inside a polygon using data from Jun 2016) the data was manually investigated on OSM to check for the specific date resulting in that change.

3.0 Findings

3.1: Changes in EX raid eligibility criteria over time

My previous analysis only included data from December 2017, whereas now I had collected data dating back to 30 September, 2017. After analysing which gyms fell inside or outside parks, it became clear that Niantic changed the way that non-sponsored gyms were chosen for EX Raids between the 20 October EX raid and the 11 November EX raid.

EX Raid Date % Parks % Non-Parks
30 Sep/1 Oct 41% 59%
20 October 27% 73%
11 November 100% 0%
18 November 100% 0%
26 November 100% 0%
3 December 100% 0%
11 December 100% 0%
18 December 100% 0%
25 December 100% 0%

Since the change, 100% of non-sponsored gyms can be explained using OSM tags, without exception. This could also explain why there was a three-week break in non-sponsored raids; during this time Niantic was modifying their selection algorithm to target parks.

Future research will need to pay attention to EX raid release dates, as the difference between pre-November and post-November raids does affect analysis. A number of comments in my previous thread provided examples of EX raids not in parks, however follow ups confirmed that these invites were for raids in SeptembeOctober. Additionally, there is no guarantee that Niantic will not change the formula again.

Implications: Unfortunately, if your town's park areas were not adequately mapped in OSM and you don’t have sponsored gyms then it appears you are out of luck for EX raids. Despite having over 1000 EX raid locations from November and December, not a single instance was found of a non-sponsored EX raid occurring without a corresponding OSM tag.

3.2: Use of level 20 s2 cells to determine if gyms are inside parks

In my previous thread I established the idea that the boundaries of parks are defined by level 20 s2 cells. This was used to account for three gyms in Western Australia which had EX raids despite falling just outside the polygon of the parks on OSM.

I can confirm after looking at the expanded dataset that this was not a coincidence. In total there were 40 gyms (out of 1060) which fit this circumstance: they could only be explained based on s2 cell overlap. A few examples from these 40 gyms are shown below (maps generated using osmcoverer by MzRed).

Gym Latitude Longitude Map of s2 cells
Pavilion of Yew Tee Park 1.397505 103.744281 link
Circle of Pillars 1.345777 103.693723 link
Alumni Field Commemoration 43.473968 -80.525313 link

I am confident enough to say that this confirms that level 20 cells are used to determine whether gyms are in parks.

Implications: Previous tools which have looked solely at whether gyms lay within polygons might have excluded a small proportion of eligible gyms. Based on this dataset, ~4% of gyms would not have been predicted to be EX raid eligible if level 20 s2 cells were not considered.

3.3: Date range for OSM data

Establishing the earliest date of OSM data is straightforward: look for locations that have had EX raids, and then look for when the corresponding OSM feature was created. There are three gyms which were able to place the earliest starting date in July, 2016:

Gym Latitude Longitude Creation date of corresponding tag
Medford Statue of Liberty 42.323083 -122.876866 6 July 2016 (OSM link)
上帝古廟 22.326202 114.185189 9 July 2016 (OSM link)
九龍城立方體地標 22.327121 114.185292 9 July 2016 (OSM link)

Finding the oldest possible date of the data is expected to be more challenging. It requires an EX raid to be held at a place that has had the tag removed, either because the park itself has been removed or because the park was plotted incorrectly and has been corrected. Finding the oldest possible date for the data therefore depends on luck.

Gym Latitude Longitude Removal/modification date of corresponding tag
Towers Baptist Church 49.142106 -123.109827 6 January 2017 (OSM link)
[Golf course gym] [Withheld] [Withheld] 17 November 2016
Jin Fu Gong Temple 1.340732 103.690463 31 August 2016 (OSM link)
南洋公园 1.340382 103.690883 31 August 2016 (OSM link)

LimboMon had already discovered a possible date of August, 2016 for the OSM data based on a Singapore gym which had landuse=greenfield. At the time it was difficult to assert this with confidence for two reasons: firstly, landuse=greenfield was a tag that had not previously been linked to nests; secondly, not enough data had been collected to clearly establish that 100% of EX raids correspond to OSM tags.

Using a separate line of data I have been able to prove that the EX raid data pre-dates the nest data (January 22, 2017). Towers Baptist Church in Canada (49.142106, -123.109827) held an EX raid on 18th December, 2017. Until 6 January 2017 the gym was covered by a leisure=park polygon which covered the church, however after this date a user modified the park polygon to exclude the church building. Compare the level 20 overlay before 6 Jan 2017 and after 6 Jan 2017.

In my last analysis thread, DrKillerZA provided me coordinates of an EX raid in South Africa which was at a golf course. The polygon for the golf course had been modified in November 2016 which removed the gym from the range of the golf course (compare the level 20 overlay before 17 Nov 2016 and after 17 Nov 2016). I was recently able to confirm that the EX raid at this gym occurred on December 18, which means it was subject to the parks requirement for non-sponsored EX raids, and hence the OSM data must be prior to 17th November 2016.

Finally, I can also reconfirm the Singapore data. In addition to Jin Fu Gong Temple (1.340732, 103.690463), which held an EX raid on 11 November 2017, there is now also 南洋公园 (1.340382, 103.690883) which held an EX raid on 11 December, 2017. Both of these gyms were in range of a landuse=greenfield tag that was removed 31 August 2016 when a nursing home was built on the site. There are no other nearby tags which could trigger EX raid status, even when considering level 20 s2 cells.

Based on the above evidence we can conclude that the date range for the OSM data used for EX raids is from somewhere between 9th July 2016 and 31st August 2016. It is likely more towards the July date, given that park additions are more common than park removals and therefore the earliest possible OSM date is easier to locate than the latest possible OSM date.

Implications: OSM received a flurry of attention in Dec 2016-Jan 2017 on Silph Road when the links between OSM and Pokemon Go became increasingly clear. This led to a lot of players checking out OSM and mapping parks in their area to attempt to get nests. Unfortunately, the EX raid data pre-dates this. Players may have been targeting gyms incorrectly believing that they can host EX raids when they actually cannot.

3.4: OSM tags associated with EX Raids

My initial study showed that leisure=park and landuse=recreation_ground were the two most common tags associated with non-sponsored EX raids. I wanted to use the larger dataset to explore which additional tags can be proven to lead to EX raids. For this stage of the analysis, I first removed every EX raid that could be explained using leisure=park or landuse=recreation_ground (including those which were covered by level 20 s2 cells). This accounted for 912/1010 gyms. For the remaining gyms, I manually checked the corresponding way(s) on OSM.

The following table shows the raw number of gyms which SOLELY matched each tag and no other.

OSM tag Matching gyms Example gym
landuse=grass 36 Church of Canada (45.493796, -73.575442) (OSM)
leisure=playground 16 Kam Ying Fountain (22.422243, 114.23617) (OSM)
leisure=garden 15 Confucious Statue (29.721873, -95.387988) (OSM)
leisure=recreation_ground 8 Dancer and the Clock (1.348024, 103.756122) (OSM)
leisure=pitch 8 Don Dawson Oval (-33.904022, 150.933424) (OSM)
landuse=meadow 7 CSI Campus Centre (40.601612, -74.148523) (OSM)
leisure=golf_course 2 Casino Grove Entry (-38.118564, 145.25032) (OSM)
landuse=greenfield 2 Jin Fu Gong Temple (1.340732, 103.690463) (OSM)
natural=scrub 1 Autobahnkirche Ruhr (51.496269, 7.188764) (OSM)
landuse=farmyard 1* Parkgutt/Gutt med sydvest i bronse (59.895986,10.812309) (OSM)
natural=grassland 1* Kukkiva Maisemapelto (61.475845,23.824455) (OSM)
boundary=physiogeographical 0 -
boundary=nature_reserve 0 -
leisure=nature_reserve 0 -
natural=heath 0 -
natural=moor 0 -
landuse=farmland 0 -
landuse=orchard 0 -
landuse=vineyard 0 -

Edit 1: Added landuse=farmyard example mentioned here.
Edit 2: Some people have asked about parks, etc. tagged as relations instead of ways (rel[leisure=park] instead of way[leisure=park]). 100% of the gyms I tested could be explained only using ways. If you find an example of an EX raid gym that requires relations to explain it, let me know.
Edit 3: MzRed provided me two examples of gyms which can only be explained using natural=grassland. I have added this to the table and have modified the overpass-turbo query.

This confirms the ability of 11 tags (including leisure=park and landuse=recreational_ground) to generate EX raids. The lack of results for the last six OSM tags does not mean that they cannot spawn EX raids. These tags may be rare, may not contain gyms, or may not be in well-frequented areas (or possibly all three).

Implications: It appears that most tags that lead to nests can lead to EX raids, however keep in mind that EX raids use older data than current nests so there is not a 1:1 correlation.

4.0 Application of new findings

4.1 Western Australian gyms: A case study

I have a copy of location details for all gyms in Perth, Mandurah and Bunbury, Western Australia. Using these I had previously used the point-in-polygon method using OSM data from 22 January, 2017 to create a map of predicted EX raid gyms. However the latest studies have shown that I would have had some false positives (gyms matched as positive when due to older-than-expected data they should’ve been negative) and some false negatives (gyms outside polygons but inside level 20 s2 cells).

I re-ran the gym prediction tool on my Perth gyms dataset using OSM data from different dates, and with and without accounting for s2 cells, resulting in the following numbers:

OSM source date Gyms using OSM polygon method (incorrect) Gyms using s2 cells method (correct)
22 Jan 2017 956 1082
31 Aug 2016 932 1058
9 Jul 2016 928 1054

Overall there was a net increase in the number of eligible gyms, thanks to the extra gyms which were bordering parks and fell inside level 20 s2 cells. There were 24-28 gyms, however, which do not count due to the OSM data being older than I initially anticipated.

4.2 How to analyse your own map data

For this to work, you will need a:

The csv needs to be structured with three columns: name, latitude and longitude. Do not include a header row. Example:
Clean and Green Plaque,1.340817,103.743898 Lookout Tower at Yishun Pond,1.425504,103.840164 Autobot Evac,1.254207,103.821722 Clock Tower at Tampines Central Park,1.354006,103.936181

If any of the gym names have commas, either remove those or enclose the gym name in quotation marks. Latitudes and longitudes need to be exact given the precision of level 20 s2 cells – use the Ingress Portal or another source to obtain exact latitudes and longitudes.

Go to http://overpass-turbo.eu/s/vs3. Zoom to your town/suburb and click run. This will collect the OSM data. The linked query is backdated to 2016-07-10. Confirmed areas will show up as blue, unconfirmed areas will show up as grey. Export the OSM data; Click “Export” then “Download as GeoJSON”.

Open Command Prompt and navigate to the osmcoverer directory. Use the following command:
osmcoverer -markers=gyms.csv input.geojson

osmcoverer will output a file called “markers_within_features.csv” which will contain a list of all gyms inside level 20 s2 cells of OSM parks, etc. It will also generate a .geojson file which has the park polygons, s2 cells and colour-coded markers. This can be visualised by going to http://geojson.io/ and opening the export file. osmcoverer has more options such as being able to generate a level 12 s2 cell overlay for gyms, so it is worth checking out.

Large-scale and complex resorts have become a hot issue in the Jeju casino industry centered on small businesses.

According to Jeju Island on the 12th, there are 8 casinos for foreigners in Tokyo, half of which is 16 in Jeju.

Jeju foreign casino sales climbed to W11.7bn in 2011, W143.8bn in 2012, W216.9bn in 2013, and W2248bn in 2014, and declined to W29.5bn in 2015, W1760bn in 2016, and W177.7bn in 2017.

The MERS outbreak in 2015 and Sadd's deployment in 2017 were the main reasons behind the decline in sales.

Then, the casino industry in Tokyo, which suffered a deficit in 2018, was shaken.

Landing Casino, a Chinese-based capital, Ramjeong Jeju Development Co., Ltd., relocated the casino at the Hyatt Hotel in Jungmun, Seogwipo, to the complex resort Shinhwa World, expanding the area seven times from 803㎡ to 5581㎡.

Since the opening of the Landing Casino, casino sales in Tokyo jumped to W511.2bn last year. The industry estimates that Landing Casino recorded sales of KRW 370 billion in the first half of last year alone.

The annual number of casino visitors in Tokyo, which was 200,000, rose to 370,000 last year.

Jeju Tourism Promotion Fund, which collects some casino sales, also rose to W47.9bn, well above last year's W13.4bn.

◇ "Composite resort is big"… Downtown Casino Concerns

The casino enlargement issue is expected to heat up ahead of the opening of the Dream Tower Complex Resort, a high-rise building (5 stories below ground and 38 stories above ground) that Lotte Tourism Development is building in Nohyeong-dong, Jeju.

Casino experts say that not only casinos, but also complex resorts for accommodation, food, drinks, conventions, and shopping can be found worldwide.

Kim Sang-hyuk, professor of tourism management at Gachon University, presented the successful cases of Macau and Singapore at the 2019 Jeju International Casino Policy Forum at the Ramada Hotel in Jeju City. Is shifting from negative perceptions such as gambling to tourism and leisure, including travel and luxury hotels. ”

Lotte Tourism Development acquired Paradise Jeju, which was operated by Lotte Hotel in July last year, for 15 billion won.

Lotte Tourism Development plans to move the casino here once the Dream Tower is completed. In addition to relocating the site, the area will be increased by four times (1200㎡ → 4800㎡).

Dream Tower, which is scheduled to be completed next month and to be completed by March 2020, is expected to begin administrative procedures for casino relocation early next year.

Unlike Shinhwa World Casino, which was the outskirts, Dream Tower Casino is located in Nohyeong-dong, the downtown of Jeju. There are many residential areas as well as primary and secondary schools. This is why mixed eyes are coming out.

At the time of the landing casino, it was virtually a new license, and it was the first large casino in the province.

Recently, opinions were divided within the council, with the proposal of a partial revision of the Ordinance on Jeju Island Casino Business Management and Supervision, which blocks casinos from becoming larger.

However, the agenda is in the process of disposal.

◇ The success of the mixed resort Singapore

The casino policy of Singapore, one of the success cases of the casino complex resort, has many implications for Jeju, which is facing the era of large-scale expansion.

According to a report by the Metropolitan Council for Culture, Sports, and Sports in August, the Singapore government decided to invest 7.6 trillion won in the expansion of two complex resorts this year.

Singapore's additional investment has nothing to do with accelerating competition, such as promoting complex resorts in other Asian countries such as Japan.

It is pointed out that if Jeju is to enlarge casinos, it must clearly set its own competitiveness and policy direction.

Singapore recognizes the business feasibility of the complex resort, and promotes the supervision system, prevention of side effects, and welfare of residents.

For example, casino entry fees and taxes are increased, as well as the proceeds from the admission fees, which are used for public interest activities including the prevention and healing of gambling.

Unlike Jeju, which allowed taxi casino full-page ads, Singapore also bans external advertising.

In terms of tax revenue, Singapore's tax rate is 22% in Singapore and 9.54% in Korea.

Singapore collects only W15.5bn in annual casino permit fees, but not Jeju. 10% tourism promotion fund and corporate tax.

In addition to the Casino Regulatory Authority, which also acts as Singapore's casino supervisor, it has set up a separate administrative agency in charge of welfare and medical services to increase casino tax revenues and reform the healthcare system.

The necessity of strengthening the management system such as the casino supervisory board was also raised.

Jeju Casino's Casino Policy Division has a total of 16 people and the Casino Supervisory Board has a total of 9 people. The Supervisory Commission points out that the level of advisory authority of the Governor is related to casino policy, and thus, the need for status and empowerment is required.

The Singapore Casino Regulatory Commission consists of 170 employees and 15 board members. In addition to monitoring and researching casino operations, he also has the authority to audit audits, criminal investigations and various records related to casinos.

Casino smoking exemption blasted by health groups

Health groups have blasted a bid by James Packer's Crown Limited to allow smoking across the entire gaming floor of its proposed Sydney casino, an area that could be as large as two and a half rugby league fields.
Quit Victoria executive director Fiona Sharkie said the move was "extremely concerning" and accused Crown of "putting profit before the health of their staff and consumers".
NSW Cancer Council manager of tobacco control Scot Walsberger said the organisation was "disappointed" in the NSW government's conditional approval of the proposal and said potential employees would have to choose "between a job at the casino and their health".
Crown's proposal, conditionally accepted by NSW Premier Barry O'Farrell on Thursday, describes allowing smoking in the gaming area as "absolutely critical". The company has proposed a 24 hour-a-day gaming area of up to 20,000 square metres – about the size of the MCG playing surface and slightly bigger than that of the SCG.
"It's such a backward step considering that we've had smokefree workplaces in this country across different states for probably two decades," Ms Sharkie said.
"We don't think there should be exemptions for high-roller rooms – they're still exposing workers to enormous harms."
In a letter to the NSW Government, released by Crown on Thursday, Mr Packer said: "In order to effectively compete with Macau, Singapore and the rest of Asia, Crown Sydney will need to permit smoking in VIP gaming areas."
Crown's Sydney rival, The Star, enjoys a similar exemption from NSW laws in its high roller areas and Crown's Melbourne high-roller area, the Mahogany Room, is exempt from Victorian anti-smoking laws.
Mr Packer said Crown had struck a deal with union United Voice "in relation to the issue of installing and maintaining state-of-the-art air quality technology".
However, Ms Sharkie said there was "no safe level of exposure to second-hand smoke".
"The research shows you need a tornado-like suction to be of any benefit, so the risk of harm is very high – they don't work, these curtains or ventilation devices.
A Crown spokesman said the company "takes the issue of staff occupational health and safety extremely seriously".
"A surgical operating theatre requires at least 20 air exchanges an hour, Crown's investment in state of the art air filtration ensures we are in excess of 30 exchanges," he said.
The entire Sydney gaming floor at Crown's proposed Sydney casino is to be a "VIP gaming area", with entry restricted to members and a minimum bet per hand of $20.
However, Ms Sharkie said she was sceptical of moves to restrict access by the general public.
"I don't think they would really be filled with extremely wealthy international gamblers because I don't think they're going to need 20,000 square metres," she said.
"So I don't know how the casino is defining a VIP, but we are aware here [in Victoria] that it's pretty easy to get a VIP pass to Crown."
24/7
Crown proposes the gaming area will operate "24 hours a day, 7 days a week, 365 days a year" with "no limit on the number of table games".
Dealers are to operate traditional baccarat, blackjack and roulette tables but there are also to be "semi-automated table games and fully automated table games".
Crown says it will offer some non-smoking gaming tables, "reflecting the preferences of some VIP gaming customers".
Under a memorandum of understanding reached with union United Voice, air quality is to be tested every three months and the results reported to health and safety representatives.
The test results are to be handed over to the government and an annual report tabled in NSW Parliament.
Mr Walsberger called on the states to join together in a national ban on smoking in high-roller rooms.
"The disappointment here is that we aren't even sticking with the status quo, we're offering a new, very large casino in a very large space to get this additional exemption."
On Thursday, Crown's proposal advanced to stage three of the NSW government's approval process for "unsolicited proposals", which the government said "involves the finalisation of all outstanding issues with a view to entering into a binding agreement, if the government decides to accept the final offer".
Fairfax Media has approached United Voice for comment.
